Tax system of Colorado

Income Tax

Colorado applies a flat personal income tax rate of 4.4% (for 2025) to all taxpayers. The tax is levied on wages, business income, rental income, capital gains, interest, and dividends. The state also recognizes most federal deductions and offers its own tax credits for families with children, retirees, and charitable contributions.

Sales Tax

The base statewide sales tax rate is 2.9%, but Colorado is one of the most decentralized states when it comes to this tax. Cities and counties can set their own rates, which are often quite high, bringing the combined rate to 8.5–11% in some localities. In addition, there is a distinction between state-collected and home-rule jurisdictions, where administration of the tax is handled differently, which significantly complicates calculation and reporting.

Property Tax

Colorado has a relatively low property tax — the average effective rate is about 0.55% of market value, below the national average. However, rates vary depending on the county, school district, and special districts.

Business Taxes

C-corporations are subject to corporate income tax at a rate of 4.4% — the same as the individual rate. Colorado does not levy a Franchise Tax, which is a favorable contrast to states such as Delaware, Texas, or California. An Annual Report is mandatory for all registered legal entities — LLCs, corporations, and nonprofit organizations. Businesses are also required to report tangible personal property when its value exceeds the established limit. Excise Taxes

The sales tax is complicated by the home-rule city system, which requires precise accounting and professional support. The corporate tax is one of the simplest and most uniform. There is no estate tax, unlike in many East Coast states.
